SUBJECT: Adopt Resolution Rejecting Bid and Authorizing Staff to Procure Contractor Pursuant to Public Contract Code Section 20167 for the Pedestrian Crosswalk Enhancement Project
BACKGROUND:
The San Bruno Community Foundation ("Foundation") is the organization created by the City Council to invest, manage and expend the restitution settlement of $70 million funds that the City negotiated from PG&E after the 2010 gas pipeline explosion in the Crestmoor neighborhood.
Following completion of the Foundation's Community Listening Campaign, the Foundation's Board identified near-term project concepts with the desire to begin using the restitution funds to benefit the San Bruno community. A Committee of the Board met with a subcommittee of the City Council and with City staff to share and develop ideas for possible funding in 2016. At its regular meeting on January 6, 2016, the Foundation approved a comprehensive proposal for completion of four projects to be completed by the City with funding provided by the Foundation. The projects include installation of pedestrian safety improvements in the Bayhill and downtown areas.
The foundation granted $170,000 for this project. Subsequently, YouTube completed pedestrian improvements at the intersection of Cherry Avenue and Grundy Lane. Walmart.com is in the process of coordinating with the City to identify appropriate pedestrian improvements at the mid-block crossing adjacent to their building.
In consideration of these projects, staff proposed that the Foundation consider funding lighted pedestrian beacons in some high use crosswalks near schools. Since school crosswalks generally have regular and heavy crossing activity throughout the year (with the exception of summer), staff recommended the Rectangular Rapid Flashing Beacons (RRFB) be installed at the unprotected crossings at Parkside Intermediate School and Portola Elementary School. Both schools have crosswalks along their frontage roads that are heavily used and would greatly benefit having flashing beacons to warn drivers of crossing pedestrians. Improvements will be made at the intersections of Niles Avenue/Cedar Avenue and Niles Avenue/Redwood Avenue at Parkside Intermediate School and the midblock crossing in both directions on Amador Avenue at Portola Elementary School. The scope of work includes installing three solar RRFB systems, conduits and pull boxes, painting red curbs and yield line striping, and placing new poles and signage.
FISCAL IMPACT:
There is no direct fiscal impact of the recommended action to reject the bid and to seek quotes from specific contractors. If staff is able to negotiate a reasonable and fair cost for the project, staff will return to the City Council with a recommended action for award by contract.
ALTERNATIVES:
1. Rebid the contract. With the project having alow job value as expressed by previous plan holder, it will be hard to attract bidders in the current busy job market.
RECOMMENDATION:
Adopt resolution rejecting bid and authorizing staff to procure contractor pursuant to Public Contracts Code Section 20167 for the Pedestrian Crosswalk Enhancement Project.
