City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing at the microphone until recognized by the Council. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase CD’s, access our web site at www.sanbruno.ca.gov or check out copies at the Library. We welcome your participation. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting. 3. ANNOUNCEMENTS:
The City of San Bruno and the San Bruno Park School District are hosting a Sister City Student Exchange Delegation from Narita, Japan this week. The junior high school students from Narita will be staying with Parkside Intermediate School families, attending school and learning about our area.
4. PRESENTATIONS:
5. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.
- Approve: Minutes of Special and Regular City Council Meetings of March 13, and Special City Council Meetings of March 21 and 22, 2018.
- Approve: Accounts Payable of March 12 and 19, 2018.
- Approve: Payroll of March 9, 2018.
- Adopt: Resolution Approving Amendment #4 to Employment Agreement Between the City of San Bruno and Marc Zafferano, City Attorney.
ACTION: Discussion held and attorney’s raise is just over $6,000.00 per year at the 3% level. Top level City employees have already received this 3% raise, and question was asked, why should the attorney not get what the rest of similar staff have already received. Even if there is or could be a deficit, should ONLY the attorney be penalized by withholding hios 3% raise?
- Adopt: Resolution Authorizing the City Manager to Purchase Commercial Water Meters from Golden State Flow Measurement, Inc. in the Amount of $31,721.
ACTION: The consent calendar was approved.
6. PUBLIC HEARING:
7. REPORT OF COMMISSIONS, BOARDS & COMMITTEES:
Receive Annual Report from the Community Preparedness Committee.
8. PUBLIC COMMENT ON ITEMS NOT ON AGENDA: Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
9. CONDUCT OF BUSINESS:
- Adopt Resolution Terminating the City Manager’s Proclamation of the Existence of a Local Emergency Relating to the Senior Center Accident.
- Receive the 2017 Housing Element Annual Progress Report and Authorize Transmittal to the California Department of Housing and Community Development and Governor’s Office of Planning and Research.
- Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with United Storm Water, Inc. for the Trash Capture Device Installation Project in the Amount of $206,800, Approving a Construction Contingency of $36,155, and Approving a Total Construction Budget in the Amount of $242,955.
ACTION: The above numbers were corrected slightly do to typos. Councilwoman O’Connell reported that the Beautification Task Force continues to pick up garbage etc. along San Mateo Avenue the LAST Sundays monthly, meeting at the park next to West Coast Café about 10:00 a.m. Volunteers are always welcome. The City may be accepting volunteers to “Adopt the storm drain near their property” as a way to assist the City as every storm drain can not be serviced just before each possible heavy rain.
- Schedule Study Session Meetings to Review the Proposed Fiscal Year 2018-19 Annual Operating and Capital Improvement Program Budgets.
ACTION: All above items were approved by the Council.
10. COMMENTS FROM COUNCIL MEMBERS:

11. CLOSED SESSION:
Public Employee Appointment/Employment pursuant to Government Code section 54957: City Manager.
12. ADJOURNMENT:
The next Regular City Council Meeting will be held on April 10, 2018 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
