6 Arrested In Prostitution Sting In Marin County

The undercover operations were conducted by the San Rafael and Novato police departments and the Marin County Sheriff's Department.

MARIN COUNTY, CA – Authorities arrested five men and one woman on human trafficking-related charges during two undercover operations last week in Marin County.

One operation targeted men who were willing to pay to have sex with adults or minors under 14 years old. Another operation focused on finding adult or juvenile victims of human trafficking and arresting their traffickers.

The undercover operations were conducted by the San Rafael Police Department, Novato Police Department and the Marin County Sheriff's Department as part of the annual "Operation Reclaim and Rebuild," coordinated by the Los Angeles Regional Human Trafficking Task Force. In conjunction with Human Trafficking Awareness Month, more than 40 federal, state and local law enforcement agencies, as well as task forces from across California, participated in the four-day statewide effort Jan. 25-28 to combat human trafficking.

As a result of the undercover operations in Marin County, Aldelso Lucan Vail, 27, of San Rafael, and Mark Young, 52, of Napa, were arrested on suspicion of soliciting an adult for prostitution. They were cited and released.

Andrew Castillo, 24, of Daly City, and Hamilton Monterroso Rodas, 29, of San Rafael, were arrested on suspicion of contacting a minor with the intent of performing a sex act. Both were booked into Marin County Jail.

Raphael Alexander Norman, 27, of Oakland, was arrested on suspicion of pimping and booked into Marin County Jail.

Chelsea Reyes, 24, of Vallejo, was cited and released on suspicion of aiding a prostitute.

Two women, a 19-year-old from Vallejo and a 21-year-old from Oakland, were offered services from Community Violence Solutions, an organization that provides support services to victims of sexual assault and their families.
