2 Arrested On Mail Theft After Citizen Tip

Police said in the car was mail and financial info belonging to area residents, along with prescription pills and heroin.

SCOTTS VALLEY, CA – Two men were arrested on suspicion of mail theft, conspiracy and drug-related charges after an area resident called to report a car slowly moving through the Granite Creek and Apple Valley area, the Scotts Valley Police Department said today.

Officers located the vehicle parked in the middle of the road, and two inside, Justin Broughton and Dacion Celaya, allegedly were in possession of mail and financial information for various residents in the neighborhood, as well various prescription pills and heroin, police said.

One suspect also had an arrest warrant from a different county and was on probation for prior possession of stolen property, police said. Both men were booked, and the investigation will continue as the department locates and identifies the potential mail-theft victims.
