Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
    •    Monitors city-wide web services, digital content, social media, and recommends procedures for dissemination of city information.
    •    Identify, evaluate and implement current and emerging technologies and applications for delivery of library services.
    •    Collect and report statistics and assess impact of technology-based services.
    •    Participate in the design and development of the City’s website.
    •    Maintain the City’s website and digital archives.
    •    Manages and troubleshoots uploading of City documents into Tyler Content Management System.
    •    Interacts and collaborates with City employees, IT consultants, and stakeholders to analyze current document management workflow, and make recommendations for workflow efficiencies.
    •    Ensure federal and state law compliance of applications and user interface designs.
    •    Monitors metadata quality and the results of search queries and makes recommendations to improve search results.
    •    Coordinates the retrospective conversion of City Council meeting packets, resolutions and ordinances from paper to digital; work with volunteers to ensure project is on schedule.
    •    Participates in evaluating and measuring library services, contributing ideas and measures to maintain, enhance or improve library services;
    •    Seeks information from users and potential users regarding their information and library needs; creates, and implements technology training for staff and the public for enhanced utilization of resources.
    •    Supervise library staff involved in web design and document management; provide direction, evaluate performance, and assign job duties.
    •    Performs other related duties as assigned. May assume staffing public desk in Library and related duties.
 
Qualifications Guidelines
Knowledge of:
    •    Developing apps, tutorials or other technology training tools.
    •    Awareness of issues and trends in information technology and public services.
    •    Standard practices in web development and usability.
    •    Website design, development concepts, web management tools, library databases.
    •    Knowledge of HTML, CSS, PHP, Java Script, Dreamweaver, Joomla, Phoca.
    •    Appropriate statistical and analytical measure to effectively track use of information resources.
    •    Document management systems; providing city documents online.
 
Ability to:
    •    Respond to the public under stressful circumstances in a fair, calm and understanding way to obtain positive results.
    •    Communicate orally in the English language in face-to-face one-on-one settings, in group settings, by personal computer or using a telephone.
    •    Comprehend and make inferences from written material.
    •    Remain in a sitting position for extended periods of time.
    •    Work under pressure (i.e., handling significant problems and tasks which come up simultaneously and/or unexpectedly).
    •    Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
    •    Work cooperatively with department staff, other City employees, and the public.
    •    Work extended hours including evenings and weekends as required.
    •    Problem solve issues as they arise and communicate recommendations to supervisor.

Education/Training/Experience:
    •    Three years of electronic resource / informational technology management experience, and a bachelor's degree in technology, public or business administration, or a related field. Some library experience desired. Other combinations of education and experience that meet the minimum qualifications may be substituted.
 
Licenses; Certificates; Special Requirements:
Must possess a current American Red Cross certificate in First Aid/CPR/AED for Schools and the Community or obtain within three months of employment.
 
Compensation
    •    *Salary range:  $49,899 - $62,317 per year with a 5% COLA increase July 1, 2014. Salary will be negotiated based on qualifications.
    •    Fully paid medical, dental, and vision insurance for the employee and eligible dependents.
    •    Life & Accidental Death and Short– and Long-term Disability Insurances provided.
    •    City participates in the CalPERS retirement system at 2.5% @ 55 for classic members. New members will be enrolled at 2% @  62. No participation in social security.
    •    Deferred Compensation programs are available with ICMA. City contributes $1,300 annually.
    •    Annual paid leave of 96 hours of vacation (for first four years), 15 paid holidays, 80 hours management leave and 96 hours of sick leave.
    •    Flexible spending accounts for medical and child-care expenses.
    •    Employee Assistance Program
    •    Tuition reimbursement and computer loan programs available.
    •    Ancillary Benefits Available through Payroll Deduction.

The most qualified candidates will be selected to participate in the testing process. All candidates who meet the minimum qualifications will remain candidates until a final offer is accepted by the candidate selected. The City may conclude that none of the candidates, even those who meet the minimum qualifications, are appropriate for the position.
