The Board will consider approval of an Amended and Restated Solid Waste Collection Franchise Agreement with Recology Sonoma Marin which will affect the cost of garbage services in certain portions of the unincorporated area.

The agreement allows for a 1.8% rate increase to customers in the franchise area to help offset recent labor cost increases born by Recology.
To reduce certain rate disparities between service areas, staff and Recology are recommending consolidation of the Roseland and Larkfield service areas with the East Zone service area.

Cost increases to the residential 20 and 32 gallon can customers in the Roseland and Larkfield service areas will be phased in over a two-year period to mitigate possible hardships associated with a sudden rate increase of approximately $20 per month.
The average increase for a 32-gallon can is $2.63 per month for residential customers.
The proposed agreement would also replace the discount for customers who prepay for a year of services with a low income discount program.
If approved, the new agreement also provides for 60+ miles of additional street sweeping services across the County.
