BACKGROUND:
The annual American Cancer Society Relay for Life event will be held on Saturday, April 29, 2017 through Sunday, April 30, 2017. The event is a 24-hour volunteer operated community walk-a-thon to raise money to promote cancer awareness through research, education, and advocacy. The event is intended to provide support to those affected by cancer and to celebrate cancer survivors. The American Cancer Society Relay for Life is scheduled each year in many communities throughout the nation.
Since 2014, the San Bruno Relay for Life has been held on the athletic track at Capuchino High School. The event consists of individuals representing teams of walkers who take turns walking around the track over a 24-hour period. Prior to the event, team members solicit donations that are dedicated to the fight against cancer.
The San Bruno Relay for Life event is planned, coordinated, and organized by a group of about 20 volunteer members from the San Bruno community. The event attracts participation by about 200-300 community members over the course of the 24-hour walk-a-thon and many more who have made contributions to assist the effort.
This year, the San Bruno Relay for Life wishes to change the location of the event from Capuchino High School due to limitations on use of the track during the late evening and early morning hours. San Bruno Relay for Life plans to locate the event at City Park and is seeking a Special Event Permit to use the walking path around Diamonds 1 and 2, the Veterans Memorial Recreation Center, meeting room, and kitchen, and, in the event of rain, use of the Gymnasium. Additionally, San Bruno Relay for Life organizers are seeking the City Council's approval of co-sponsorship of the event and waiver of fees associated with the Special Event Permit and use of City facilities, equipment, and staff time for use of the amenities in City Park and the Veterans Memorial Recreation Center.
DISCUSSION:
For each of the past few years, the San Bruno Relay for Life event organizers have worked closely with City staff to encourage the City's participation in the event itself and to coordinate and facilitate the use of City facilities and equipment to support the delivery of the event. The City's actual participation in the event has included the presentation of a City Council proclamation announcing and encouraging community interest and participation in the event and the use of City equipment and meeting rooms. In the past, the City has waived the permit fee associated with the required Special Event Permit Application required for the event.
City co-sponsorship of the San Bruno Relay for Life would provide the opportunity for the event to be supported by a fee waiver for the use of City facilities and equipment as well as staff time. Specifically, the San Bruno Relay for life organizers have requested the following fee waivers:
Special Event Permit Application - $350;
Use of Diamonds 1 and 2 from 8:00 a.m. on Saturday, April 29, 2017 through 10:00 a.m. on Sunday, April 30, 2017 - $780;
Use of Diamond 1 and Center Field stadium lights from 8:00 p.m. on Saturday, April 29, 2017 thorough 6:00 a.m. on Sunday, April 30, 2017 - $200;
Set-up and take-down by City staff of the movie screen on the tennis court wall - $75;
Use of the Veterans Memorial Recreation Center Meeting Room and Kitchen for meals from 4:00-8:00 p.m. Saturday, April 29, 2017 and 6:00-10:00 am. Sunday, April 30, 2017 - $136;
In the event of rain, use of the Veterans Memorial Recreation Center Gymnasium from 8:00 am. Saturday, April 29, 2017 through 10:00 am. Sunday, April 30, 2017 -$1,300;
Facility attendant from 1:00 p.m. on Saturday, April 29, 2017 through 8:00 a.m. on Sunday, April 30, 2017 -$255; and,
Use of the City's barbeques which the City provides free of charge to City nonΒprofits.
Additionally, due to parking limitations and the number of people in City Park for the Relay for Life, Picnic Areas 1-8 will not be rented on Saturday, April 29, 2017. This results in lost revenue of $690. In total, the above fee waivers and lost revenue totals $3,786.
From 1:00 to 4:00 p.m. on Saturday, April 29, 2017, City Park will also host the Dia de los Ninos (Day of the Child) Festival. To relieve parking challenges created by the presence of both events in City Park, the San Bruno Relay for Life organizers have secured permission from the San Bruno Park School District to use the asphalt paved plan area at El Crystal Elementary School for event participant parking.
FISCAL IMPACT:
The total estimated cost of City co-sponsorship for the Relay for Life event would be $3,786 in fee waivers and lost revenue. At this time, no additional costs for coΒsponsorship are anticipated. The City would continue to require and conduct the Special Event Permit Application and review process and the organization would be required to comply with any required event conditions imposed through the permit process.
ALTERNATIVES:
Do not approve City co-sponsorship.
Provide alternative direction to staff regarding City participation and support to the Relay for Life event.
RECOMMENDATION:
Adopt resolution approving City co-sponsorship of the San Bruno Annual Relay for Life in City Park on April 29-30, 2017.
