Recommendation to continue the local state of emergency relating to widespread and increasing damage due to storms commencing in January 2017, which still exists and continues to be an emergency, in accordance with Government Code Section 8630 and Chapter 2.46 of the San Mateo County Ordinance Code.

Measure K: Resolution authorizing a one-time $227,850 grant of district-specific Measure K funds to LifeMoves for repairs to Redwood Family House and Haven Family House, and authorizing the County Manager, or his designee, to prepare and execute the grant agreement. (Supervisor Warren Slocum)

BOARD OF SUPERVISORS

Ratification of a proclamation designating March 2017 as Arts Education Month. (Supervisor Carole Groom)

COUNTY MANAGER

23.

Resolution amending employer and member contribution rates for the San Mateo County Employees’ Retirement Association for all members and employers for fiscal year 2017-2018 in accordance with Government Code Sections 31453 and 31454.

24.

Recommendation to continue the Emergency Proclamation relating to damage within the Crystal Springs County Sanitation District as a result of the January and February 2017 storms, which still exists and continues to be an emergency, for an additional period in accordance with Government Code section 8630 and Chapter 2.46 of the San Mateo County Ordinance Code.

GOVERNING BOARD

25.

Acting as the Governing Board of Commissioners of the Housing Authority of the County of San Mateo, adopt a resolution authorizing the Executive Director of the Housing Authority to execute an amendment to the agreement between the Housing Authority of the County of San Mateo and the Mental Health Association of San Mateo County to provide supportive services under the Permanent Supportive Housing program, extending the term of the agreement through December 31, 2018, in an amount not to exceed $250,000.

HEALTH SYSTEM

26.

Resolution authorizing an amendment to the agreement with Bright Research Group, Inc. for evaluation services, increasing the amount by $28,800 to an amount not to exceed $126,780, with no change to the term of the agreement.

27.

Measure K: Resolution authorizing amendments to the agreements with:

A)

Telecare Corporation for Full Service Partnership housing support services and improvements at the Industrial Hotel, for the term July 1, 2014 through June 30, 2017, increasing the maximum amount by $189,343 to $16,752,034, with no change to the term of the agreement; and

B)

Telecare Corporation for Psychiatric Treatment Services and Long-Term Care, reducing the maximum amount by $103,505 to $33,975,545, with no change to the term of the agreement.

28.

Resolution authorizing an amendment to the agreement with Wipfli LLP, for interim management consulting services, increasing the amount by $50,000 to an amount not to exceed $1,671,400.

29.

Resolution authorizing an agreement with Bradd Silver, MD to provide endocrinology services for the term of April 1, 2017 through March 31, 2018, to an amount not to exceed $250,000.

30.

Resolution authorizing an agreement with Michael Siegel, MD to provide neurology services for the term April 1, 2017 through March 31, 2019, to an amount not to exceed $460,000.

31.

Resolution authorizing an agreement with Howard Belfer, MD to provide neurology services for the term April 1, 2017 through March 31, 2019, to an amount not to exceed $460,000.

32.

Resolution authorizing vendor agreements with Howmedica Osteonics Corp. and Zimmer US, Inc. for orthopedic supplies, services, and equipment during the term of January 1, 2017, through December 31, 2019, in an amount not to exceed $3,000,000 (in aggregate), and authorizing the Purchasing Agent to enter into purchase orders under those agreements.

33.

Resolution authorizing an agreement with Quality Systems, Inc. to provide health information exchange services to the San Mateo County Health System, for the term of March 28, 2017 through March 27, 2022, in an amount not to exceed $3,070,644.

HUMAN RESOURCES

34.

PARKS

35.

Resolutions authorizing:

A)

The acceptance of donations in the amount of $465,000 for FY 2016-2017 from the Smart Family Foundation; and

B)

The approval of an appropriation transfer request in the amount of $300,000 from unanticipated revenue to various Parks funds.

36.

Resolution authorizing the Acting Parks Director, or designee, to accept a California Department of Parks and Recreation grant for the Memorial County Park Crumb Clean Program in the amount of $54,000.

37.

Resolutions authorizing:

A)

The acceptance of a donation from the Friends of Fitzgerald Marine Reserve to support a dedicated Park Aide-Extra Help position for Park District IV to provide additional support to the Fitzgerald Marine Reserve in the amount of $8,000 for FY 2016-2017; and

B)

The approval of an appropriation transfer request in the amount of $8,000 from Gifts and Donation to Extra Help Hours - Regular Pay.

PUBLIC WORKS

38.

Resolutions accepting:

A)

The report on county-wide mitigation fees for the period of January 1, 2016 to December 31, 2016; and

B)

Determining that for calendar year 2017, the rates for the fees for new development authorized by Chapter 2.53 of the San Mateo County Ordinance Code shall be computed on the base rates specified in Section 2.53.030, as adjusted in 2016.

SHERIFF

39.

Resolution authorizing the Sheriff or the Sheriff's designee to:

A)

Submit a grant application to the California Governor's Office of Emergency Services through the U.S. Department of Homeland Security for administration of the grant award to enhance the capabilities for local first responders in an amount not to exceed $2,700,259; and

B)

Execute on behalf of the County of San Mateo all necessary applications, contracts, agreements, amendments, payment requests, and grant assurances for the purpose of securing and spending funds that may be awarded pursuant to this grant application, and implementing and carrying out the purpose specified in the grant application.
