CA Mom Of 10 Re-Arrested, Held On $495K Bail For Child Abuse
Fairfield mother Ina Rogers denies allegations that her 10 children were tortured and forced to live in an unsafe, unsanitary home.

SOLANO COUNTY, CA — A Fairfield mother whose 10 children were removed from her home for alleged unsafe, unhealthy conditions was formally charged Wednesday with nine felony counts of child abuse/child endangerment, according to the Solano County District Attorney's Office. Ina Rogers, 30, was previously arrested and posted bail on a misdemeanor charge of child endangerment; on Wednesday, she was taken back into custody and her bail was set at $495,000.
The children's father, Jonathan Allen, 29, is being held in lieu of $5.2 million bail after being charged and pleading not guilty Monday to seven counts of torture and nine counts of child abuse. Prosecutors allege Allen tortured at least seven of the couple's 10 children — ages 4 months to 12 years old — with a BB gun.
Alleged unsanitary living conditions such as human and animal feces on floors is what initially prompted the children's removal March 31 from the couple's home in the 2200 block of Fieldstone Court. That was the day police responded to a report of a 12-year-old who'd gone missing from the home. Officers later found the child hiding under a bush at a neighbor's house.

"After the children were removed [March 31] from the home, further investigation revealed additional crimes had occurred in the home," said District Attorney Krishna Abrams.
In a news conference Monday, Deputy District Attorney Sharon Henry called the torture allegedly committed by Allen "sadistic."

"We believe that torture occurred in this house," Henry told reporters.
Allen was arrested on a warrant Friday, May 11 following authorities' weeks-long investigation that involved interviewing eight of the children.
"The children described incidents of intentional abuse resulting in puncture wounds, burns and bruising consistent with being shot with a BB gun," Henry said.
Prosecutors believe the 4-month-old may have been the only child spared from their father's alleged torture and abuse.
The DA's Office said Wednesday that Rogers and Allen are scheduled to return to court Thursday, May 24 for a readiness conference and again Friday, May 25 for a preliminary hearing.
