SOLANO COUNTY, CA — UPDATE: An 18-year-old Fairfield resident was arrested on suspicion of felony evading, resisting arrest and hit and run in a collision Thursday morning on Air Base Parkway that resulted in a hazardous materials situation, Fairfield police said in an updated news release Thursday afternoon. The incident that led to the evacuation of nearby homes and the closure of Air Base Parkway began at about 8 a.m. Thursday when Emari Prescott was allegedly involved in a brief pursuit with police, Sgt. Matt Bloesch said.
The chase started when an officer saw Prescott speeding in the area of Air Base Parkway and Walters Road, the sergeant said.
"Prescott continued driving west on Air Base Parkway and then collided into another vehicle near Clay Bank Road," Bloesch said. "Prescott got out of his vehicle and took off running into an adjacent neighborhood."

The officer broadcast a description of the suspect but stayed behind with the driver of the second vehicle, which was carrying pool cleaning supplies that ended up spilling onto Air Base Parkway.
Prescott was soon located but allegedly continued to run from officers. He was eventually caught and arrested near the intersection of Meadowlark Drive and Dover Avenue, Bloesch said.

Meanwhile, Fairfield firefighters responded to the scene of the collision and determined the chemicals spilled were hazardous. A Solano County Hazardous Materials Response team was called to the scene in order to safely clear the chemicals from the roadway.
"Due to the chemical spill and potential danger, Air Base Parkway was closed in both directions between Dover Avenue and Clay Bank Road," Bloesch said. "Approximately 10 homes south of Air Base Parkway were evacuated as a precaution."
Police initially said the road closure would last several hours but the spill was cleaned up and the roadway was reopened at 12:40 p.m.
Prescott was booked into Solano County Jail.
The driver of the second car was treated for minor injuries, Bloesch said.
