At a September 2013 Indian Affairs Committee meeting. Chairwoman Senator Maria Cantwell asked Pechanga Band of Luiseno Indians Chairman Mark Macarro and BIA Secretary Kevin Washburn how Pechanga allottees get just and equitable allocations in S1219 The Pechanga Water Rights Bill.
While the Pechanga Band may have an interest in the water rights issue, that interest flows mainly from claims that it solely represents the Temecula Indians and Temecula Indian allottees in this issue. Macarro has NOT met with Temecula Indians who have allotments on the reservation.
That bill is up for review in the Senate committee. In SIX month, the Pechanga Tribal Council has NOT reached out to the people who have allotments on the reservation. Tribal Chair Macarro DOES NOT. He has some land he PURCHASED that was part of his grandfather's land.
