ā¢ Planning chair overruled on āgag order' (valleycenter.com) ā County Counsel has ruled that Valley Center Planning Group Chairwoman Dori Rattrayās proposed media āprotocolā canāt be enforced because it infringes membersā First Amendment rights and violates the Brown Act. The decision followed strong pushback from fellow planners and a tense public meeting, and comes as questions continue over how Rattray handled discussions about rescheduling the Western Days parade.
