Bartlett spent much of his career at Brown and Caldwell in Walnut Creek and was known for his environmentalism, cycling up Mount Diablo, and designing wastewater treatment plants across the West.

The case wraps up a years-long investigation into one of the Eastern District of California’s largest frauds.
