Good morning Boulder! Here's what you need to know to get this Wednesday started off right.

Here are the top stories today in Boulder:
- DOH! Boulder County issues wrong permits for power lines: Xcel's newly-installed power lines in Bear Canyon may have to be torn out, after the county issued the wrong permits. (7News)
- New ownership for Neptune Mountaineering. Aspen-based Ute Mountaineer is buying the world-renowned, Boulder-based Neptune Mountaineering. It's a deal that will keep "one of the most respected independent outdoor retail stores in the world," going strong. (CO Daily)
- CU student falls into a mine, and it might not have been as accidental as first reported. After the Boulder Sheriff's Department rescued a CU student on Sunday that had fallen into a mine shaft–turns out that the person was trying to get into the mine in the middle of the night. There are hundreds, if not thousands of abandoned mines in Colorado, and there's significant safety issues. The Boulder Sheriff's office reminded me to remind you, not to mess around in these kinds of areas. No charges have been filed yet, but it took three hours for the rescue operation to extract the student. (CBS4)
- Whistleblowers say little has changed despite promises of reform. Many low-income and Latino neighborhoods have struggled with a long history of air and water pollution in Colorado, and the agency tasked with protecting Colorado's air quality is accused of looking the other way. (CO Newsline)
- Colorado to issue $4.1 billion in taxpayer refunds. Over the next four years the State of Colorado will refund around $4.1 billion. Gov. Polis is cheering the refunds, saying "they're a sign of a good economy." (Axios)
