Officers used stop sticks to slow the truck in Longmont, but Haley kept driving until patrol cars used a maneuver to stop the truck around a mile north of State Highway 66 on State Highway 287, the sheriff's office said.
Haley then jumped out of the truck and ran through a field, but officers were able to catch her, officials said.
She was taken to a hospital to treat minor cuts to her hands from a barbed wire fence.
