Community Notification: "Sexually Violent Predator" On Parole In Colorado Springs

Williams is a sex offender whose past behavior has led him to be labeled a "Sexually Violent Predator" (SVP) by the parole board.

In accordance with Colorado law the Colorado Department of Corrections has notified the Colorado Springs Police Department that Shelwyn Jerome Williams will be on supervised release, parole, and is registered as homeless in the Colorado Springs Police Department’s jurisdiction. Williams is a sex offender whose past behavior has led him to be labeled a “Sexually Violent Predator” (SVP) by the parole board. Accordingly, the Colorado Springs Police Department has made “community notification” as required by law and undertaken the following tasks, among others:

  • Notified the Division of Criminal Justice’s Sex Offender Management Board (SOMB) Notification Team.
  • Reviewed and confirmed Williams’ residence, employment, access to vehicles, legal status, and past crimes.
  • Made notifications to neighbors and businesses deemed to be in the immediate area.
  • Briefed patrol personnel on Williams’ status, history, appearance, residence, employment and vehicles.
  • Notified surrounding law enforcement agencies.
  • Provided an online video that describes the SVP community notification process, SVP information and additional resources for the community.

The Police Department will make all reasonable efforts to ensure that Willams registers as a sex offender and that he understands his responsibilities as such.

Williams’ criminal history reveals that he was convicted of 2nd Degree Sexual Assault-Attempted in 2000 in El Paso County.

Williams has also been convicted of Possession of a Controlled Substance in 1988, Attempted Sale/Distribution of a Controlled Substance in 1990 and 1992, Harassment in 1998, Forgery in 2008, Failure to Register as a Sex Offender in 2010, Driving with a Revoked License-Aggravated in 2012, Possession of a Weapon/Previous Offender and Failure to Register as a Sex Offender in 2018.

Williams is registered as homeless in the area of 25 West Las Vegas Street in Colorado Springs. He is described as being a black male, 56 years old, 5’6” tall, 152 lbs, with black hair and black eyes.

Williams is one of seventeen (17) “Sexually Violent Predators” currently registered with the Colorado Springs Police Department who reside in this community. The Colorado Springs Police Department takes his presence in our community very seriously and is intent on insuring he conducts himself in a lawful manner and that our citizens remain safe and aware.
