- What is the Lakewood Colfax Business Improvement District? It's a Colorado special district that encompasses Lakewood's historic West Colfax corridor. The BID was formed by petition and special election in 2011. Through collaboration with the City of Lakewood and other partners, the BID acts as an advocate for economic development and capital investment and provides an operational platform and a stable funding source for both 40 West Arts, a 501(c)3 state-certified creative district located in the corridor; as well as the West Colfax Community Association (WCCA), a 501(c)6 which is designed to servelocal businesses, property owners, and community leaders.
