Lakewood 2019 Election Guide: Ballot Questions, Candidates
Here's a last-minute guide on how to vote, candidates and ballot questions for Lakewood's Nov. 5 election.
LAKEWOOD, CO — Lakewood voters will be electing a mayor and a city council member from each of the city’s five wards Tuesday. Voters will also choose the outcomes of two local ballot questions.
Voters began receiving mail ballots Oct. 11. Ballots must be received by no later than 7 p.m. on election day. In-person voting options are also available through election day at voter service and polling centers.

Voters can view a sample ballot online by clicking on 'Find my registration' at Go Vote Colorado. Then enter your first name, last name, zip code and birthday to see your registration. To view your sample ballot, click on 'Ballot Information' and then 'view my sample ballot.'

Lakewood ballot drop-off locations
You can drop off your ballot at these secure drop-off locations in Lakewood, available until 7 p.m. on Nov. 5:
- Lakewood Civic Center, 480 S. Allison Parkway on the west side of the building.
- Carmody Recreation Center, 2200 S. Kipling St.
- Green Mountain Recreation Center, 13198 W. Green Mountain Drive
- Lakewood Link Recreation Center, 1295 S. Reed St.
- Lakewood Library, 10200 W. 20th Ave.
- Jeffco Public Health, 645 Parfet St.
- Motor Vehicle Lakewood office, 2099 Wadsworth Blvd., Suite K
Voter Service and Polling Centers
Voter service and polling centers are open from 7 a.m. to 7 p.m. on Election Day.

Ballot questions
The City of Lakewood has two local questions for voters to decide. Here's how the questions will appear on the ballot:
Ballot Question 2F
Shall the City of Lakewood, Colorado, in order to increase
access to recycling and composting services, reduce
neighborhood trash truck traffic, and establish transparent
pricing and customer service standards, be authorized
to contract with one or more private waste haulers via a
competitive bidding process to provide waste, recycling and
seasonal yard waste composting services to all Lakewood
residences of seven or fewer units and to impose fees on
such residential property owners, at a base amount for waste
and recycling, with optional services for additional cost, with
all services not to exceed amounts and annual increases
authorized by City Council, exempting all such revenues from
the limits of Article X, Section 20, of the Colorado Constitution,
while providing home owner associations the capability to opt
out of such requirements?
Ballot Question 2G
Shall the City of Lakewood, Colorado, reestablish the city’s
right to provide all services restricted since 2005 by the
Colorado General Assembly with their passage of Senate Bill
05-152, including the authority to offer telecommunications
services, high-speed internet services (advanced services),
and/or cable television services to residents, businesses,
schools, libraries, nonprofit entities and other users of such
services, either directly or indirectly, with public or private
sector partners, as expressly permitted by Colorado Revised
Statutes Sections 29-27-101 through 304, “competition in
utility and entertainment services,” without limiting its home
rule authority?
Statewide ballot questions
Proposition CC
Question as it will appear on the ballot:
WITHOUT RAISING TAXES AND TO BETTER FUND PUBLIC SCHOOLS, HIGHER EDUCATION, AND ROADS, BRIDGES, AND TRANSIT, WITHIN A BALANCED BUDGET, MAY THE STATE KEEP AND SPEND ALL THE REVENUE IT ANNUALLY COLLECTS AFTER JUNE 30, 2019, BUT IS NOT CURRENTLY ALLOWED TO KEEP AND SPEND UNDER COLORADO LAW, WITH AN ANNUAL INDEPENDENT AUDIT TO SHOW HOW THE RETAINED REVENUES ARE SPENT?
Voters are being asked whether they will allow the state to keep revenue that's above the state's spending cap. That revenue would then be spent on education and transportation. If voters decide against the measure, the state will continue to give any money over its revenue limit back to taxpayers, as required by the Taxpayer's Bill of Rights.
Proposition DD
Question as it will appear on the ballot:
SHALL STATE TAXES BE INCREASED BY TWENTY-NINE MILLION DOLLARS ANNUALLY TO FUND STATE WATER PROJECTS AND COMMITMENTS AND TO PAY FOR THE REGULATION OF SPORTS BETTING THROUGH LICENSED CASINOS BY AUTHORIZING A TAX ON SPORTS BETTING OF TEN PERCENT OF NET SPORTS BETTING PROCEEDS, AND TO IMPOSE THE TAX ON PERSONS LICENSED TO CONDUCT SPORTS BETTING OPERATIONS?
Voters are being asked whether sports betting should be legalized and taxed in Colorado. If the measure passes, the taxes from sports betting would be used to fund water projects and 'water-related obligations,' officials said. The taxes would also fund the regulation of sports betting, a hold harmless fund and gambling addiction services.
