CT Trooper Fired Over Sex On Duty At State Office Building: State Police

Sex, and sex-related bets, were the focus of a recent state police internal affairs investigation.

A Connecticut state trooper who worked at the State Office Building in Hartford has been terminated for having sex with a female security guard while on duty, according to the state police.

The firing comes as part of a wider scandal involving troopers at the State Office Building, with a different trooper accused of engaging in a wager about sexual conquests.

The Connecticut State Police terminated Trooper First Class Owen Humphreys following an internal affairs investigation into claims of misconduct at 165 Capitol Ave. in Hartford.

The sexual activity occurred while Humphreys was on duty, according to state police spokesman Trooper First Class Pedro Muniz.

Humphreys’ termination is effective as of April 8, 2026. He was originally hired in 2012.

“Every interaction by each State Trooper should be guided by respect and professionalism. Personnel who do not meet this standard have no place within the Connecticut State Police,” state police said in a statement.

The sexual encounters occurred during the female security guard’s breaks during work hours in the state police office on the campus of 165 Capitol Ave., an internal affairs report shows.

Troopers are prohibited from engaging in any sexual activity while on duty. While off-duty, it is also against the rules to engage in sexual activity in any state facility or vehicle, according to the report.

After internal affairs received an initial complaint early this year, Humphreys was placed on paid administrative leave, and his police powers were suspended.

The State Office Building houses various state agencies, including the Attorney General, Comptroller, Treasurer, and Secretary of State.

The female security officer worked the first shift and was assigned to the front desk, the internal affairs report shows. She had worked at the building between 2023 and February 2026, when her employment was terminated, the report shows. The woman told investigators she had sexual relations with Humphreys and two other troopers.

The female security officer told internal affairs investigators that she met Humphreys when he started working at the State Office Building around March 2024. She told internal affairs that she and Humphreys later began texting and sending sexually explicit photos to each other.

She reported engaging in sexual activities with Humphreys “within the office,” and that it happened “a few times.”

The relationship ended around November 2025 after the woman contacted Humphreys’ wife and told her about their relationship, the report shows.

Humphreys’ duties at the State Office Building dealt with security of the building, investigating criminal complaints there, and helping the public who came in.

Humphreys told internal affairs his relationship with the female security officer became more personal around the summer to fall of 2025, and “he stated that he developed feelings for (the female security officer) more than friends.” According to the report, he admitted exchanging sexually explicit photos and admitted to sexual contact during work hours, during the (female security officer)’s breaks.

“When asked if he believed that this type of behavior (engaging in sexual activity) at work was appropriate, TFC Humphreys stated, ‘Absolutely not,’” the report states.

Internal affairs determined Humphreys failed to perform his duties while he was engaged in sexual activity within the state police office while on-duty. The investigation also concluded Humphreys displayed unbecoming conduct by attempting to influence the female security officer to “not say anything to anyone” about what transpired.

Regarding the two other troopers, internal affairs concluded the evidence pointed to any sexual contact with the woman happening in private locations while those troopers were off-duty.

A $200 bet

Internal affairs also probed claims that Trooper Elson Abotsi had entered into a bet with the same female security officer over who could have sex with specific individuals first.

“In summary, the bet was that if (the female security guard) had sex with TFC Humphreys first, she would get $200 and if Tpr. Abotsi had sex with (another female security guard) first, he would get $200. When asked whose idea the bet was, Tpr. Abotsi stated ‘I’m not sure if it was mine or if it was both.’ ‘I think it might have been mutual.’ When asked why the bet was regarding TFC Humphreys specifically, he stated ‘Cause that’s who she said she liked.’”

The investigation concluded Abotsi showed “conduct unbecoming” by participating in the bet, and it reflected negatively on the Department of Emergency Services and Public Protection and the Connecticut State Police.

Disciplinary action against Abotsi remains pending, and will be issued in the next several weeks, state police said.
