Once-Rejected Avon Housing Project Back Before The Town

The Avon Planning and Zoning Commission will revisit this week a controversial Nod Road housing proposal it rejected back in 2019.

AVON, CT — The Avon Planning and Zoning Commission is scheduled to revisit a controversial housing proposal on Nod Road during a public hearing Tuesday night, nearly seven years after town officials rejected a similar development at the former Blue Fox Run Golf Course.

The May 19 meeting will begin at 7 p.m. at the Avon Volunteer Fire Department Co. No. 1 Firehouse, 25 Darling Drive, with hybrid online participation also available.

Commissioners are set to hold public hearings on two applications tied to a proposed affordable housing development at 100 Nod Road under Connecticut General Statutes 8-30g, the state’s affordable housing law.

The first application seeks a zone change for a 9.3-acre parcel from agricultural zoning to a proposed Nod Road Housing Opportunity Zone.

The second application proposes amendments to Avon zoning regulations to create the new housing opportunity zone designation.

A third application, submitted as a new application on the agenda, seeks site plan approval for an 180-unit multifamily residential development at the property.

The applications were submitted by Spirit KN Development LLC on behalf of the property owner, 100 Nod Way LLC.

The proposal marks the latest attempt to develop part of the former Blue Fox Run Golf Course property, which has been the focus of significant public debate in Avon for years.

In September 2019, the Avon Planning and Zoning Commission voted 6-1 to deny a separate proposal by Keystone Companies and Sunlight Construction to build a housing development on a larger 37-acre agricultural parcel associated with the golf course property.

That earlier proposal generated months of public hearings and drew widespread opposition from residents concerned about traffic, environmental impacts, and overdevelopment.

Community advocacy groups, including Nod Road Preservation, strongly opposed the project.

The former golf course property was sold at auction in 2024, leading to renewed redevelopment efforts at the site.

The commission is expected to hear testimony from the applicant, consultants and members of the public during Tuesday’s hearing.

Any formal vote on the applications could occur at a future meeting if the hearing remains open.
