July Planning & Zoning Commission in Bethany

The video of this meeting is not yet available.  The following is a summary of the issues and votes during the July Planning & Zoning Commission meeting.  The commission meets on the first Wednesday of each month at 7:00pm in the Commission Room at town hall.

 

July 3, 2013 - The first meeting of the newly elected commission was held on Wednesday, July 3rd.  Kimberly McClure Brinton (R) was unanimously elected to serve as chairman of the commission. Salvatore Amadeo (R) was unanimously elected to serve as vice chairman.  Michael Calhoun (D) was unanimously elected to serve as secretary and representative to the South Central Regional Planning Commission.  Voting to approve these nominations were Michael Sullivan (R), Douglas Goldner (R), Salvatore Amadeo (R), Kim Brinton (R) and Michael Calhoun (D).  Alternate members in attendance but not seated were Donna Shea (R), Brad Buchta (D) and Jim Gugliotti (D).

After a motion was made to renew Hiram Peck’s appointment to serve another 2-year term as town planner, discussion ensued.  Mr. Salvatore Amadeo (R) indicated he was unprepared to discuss Mr. Peck’s status at that time. Mr. Peck was asked to discuss his background and experience and explained that he has served Bethany as town planner for 14 years under various administrations (he was originally hired by Skip Borgerson during 1997-98 fiscal year) and has over 30 years of experience with various other communities.  After discussion concluded, the motion to renew Mr. Peck’s appointment for fiscal 2013-2014 passed.  Voting in favor were Kim Brinton, Michael Sullivan and Michael Calhoun.  Salvatore Amadeo and Douglas Goldner abstained.

Isabel Kearns was nominated and unanimously confirmed as Zoning Enforcement Officer through June, 2015.  Karen Hubbell was nominated and unanimously confirmed to continue as Assistant Zoning Enforcement Officer through June, 2015.  Antonia Marek was nominated and unanimously confirmed to continue as Clerk for Planning and Zoning Commission through June, 2015.

A Public Hearing convened at 7:34PM to discuss Application #2013-015 submitted by Claire Wiseman of 110 Hatfield Hill Road for a Special Exception for a riding academy.  Dr. Wiseman is a practicing psychologist and explained that she wants to incorporate the use of horses as part of her psychotherapy treatment.  Dr. Wiseman answered questions presented by the board members and public.  Details and any amendments to the application may be viewed on the Town of Bethany website under e-papers.

 The public hearing concluded at 8:07pm.

 Application #2013-016 – Kelly Donovan, 192 Litchfield Turnpike, for Home Occupation for home office to operate an internet based clothing business.  The application was approved unanimously.  Details and any amendments to the application may be viewed on the Town of Bethany website under e-papers.

 Application #2013-017 – Benjamin Gardner, 37 Carmel Road, for Home Occupation for home office to operate a landscaping business.  The application was approved unanimously. Details and any amendments to the application may be viewed on the Town of Bethany website under e-papers.

 Application #2013-009 – Mirian Echevarria, 696 Amity Road Unit A-4, for a Change of Use Permit to operate a barbershop.  The application was denied unanimously.  Details of the application may be viewed on the Town of Bethany website under e-papers.
