Woodbridge Zoning Commission To Consider Shared Housing Rules, Subdivisions And Krum Elbow Zone Change

WOODBRIDGE, CT — The Woodbridge Town Plan and Zoning Commission will consider a proposal to allow several types of shared residential housing, applications for two residential subdivisions and a zone change for two Krum Elbow properties when it meets Tuesday, Sept. 8.

The commission will also discuss Woodbridge's response to state housing requirements, review a proposed auto repair business on Bradley Road and consider a referral involving the Beecher Road School Building Project.

Shared Housing Regulation Proposed

Winter Cartwright has submitted a zoning regulation amendment that would establish "Shared Community Residential Housing" as a permitted use by permit within Development District 3.

The proposed regulation would apply to sober or recovery housing, transitional housing, veteran housing and supportive housing.

The commission is scheduled to receive the application Tuesday, but a public hearing will not be held until its Nov. 2 regular meeting. The agenda says the later hearing date will provide time for a referral to the Regional Planning Commission of the South Central Regional Council of Governments.

The housing proposal comes as the commission prepares for a broader discussion about state housing requirements. Town Counsel Nicholas Bamonte and Staff Planner Michael D'Amato are scheduled to discuss the commission's work over the next two years related to Special Act 25-1, including development of a housing growth plan and possible changes to Woodbridge's opportunity housing regulations.

Housing Commission Chair Dominic Thomas is scheduled for a separate discussion with commissioners.

Krum Elbow Zone Change Goes To Public Hearing

Gail and Christopher O'Connor are seeking to change the zoning of 15 and 21 Krum Elbow from General Business to Residence A.

Their application is the subject of a public hearing Tuesday and is also listed for consideration during the commission's second work session.

The agenda does not identify a proposed development or other intended use for the properties if the zoning change is approved.

Two Residential Subdivisions Proposed

The commission will also receive two subdivision applications.

Sarah Shepherd is proposing to divide property at 1990 Litchfield Turnpike into two lots.

Justin Raffone is seeking to subdivide 20 Blue Trail Drive into three lots. The agenda says Raffone's application will need to be scheduled for a public hearing.

Auto Repair Business, Hair Salon Applications On Agenda

Top Rank Automotive Inc. is seeking a special exception permit to operate a vehicle service and repair business at 75 Bradley Road.

Luvena Leslie has submitted a separate application to change the use of a room at 180 Amity Road from restaurant use to retail use as a hair salon.

Beecher Road School Project To Be Discussed

The Board of Selectmen has referred the Beecher Road School Building Project to the commission for review under Connecticut General Statutes Section 8-24.

Commissioners are scheduled to discuss the project and other town projects with members of the Board of Selectmen during the second portion of their work session.

Nicole Donzello, chair of the Commission on the Use of Publicly Owned Properties, is also scheduled to meet with the commission during the first work session.

Another zoning amendment, submitted by Kimberly Kunzik, would remove a reference to "after school programs" from Section 3.1.HH.3(a)(i) of the zoning regulations. That proposal is scheduled for an Oct. 5 public hearing.

The commission will also review correspondence, reports from the Regional Planning Commission and zoning enforcement officer, and minutes from its July 6 regular meeting and Aug. 5 special meeting.

The Sept. 8 meeting begins at 6:30 p.m. in the Central Meeting Room at Woodbridge Town Hall, 11 Meetinghouse Lane.
