CONNECTICUT — There are only three holdouts against the red tide that has washed over the state in the final weeks of 2021.

Norfolk, Canaan and Roxbury have all reported less than five cases of COVID-19 per 100,000 residents. The rest of the state is in the high-alert red zone, according to data released from the state Department of Public Health.
