There was a financial aspect to Gemm's presentation that many may not be thinking about. Gemm said that there were really no systems in place in special education even before last year. Auditing principles say that if you cannot rely on the systems in pace and their internal controls then you cannot rely on the financial data that the systems produce. I wonder if McCladry, the auditor for the last few years, is having second thoughts about its prior audits. It also has to make you wonder about the "deep dive" financial reviews of the BOE's budget performed by the BOF and Bruce Orr and his friends on the RTM"s F&B Committee.
