Man Charged In Ellington And Tolland Stalking Cases

A New York City man has been charged in stalking incidents in Ellington and Tolland, state police said.

TOLLAND/ELLINGTON, CT — A New York City man has been charged in stalking incidents in Ellington and Tolland, state police said.

Jihad Alkoussa was arrested twice on Jan. 28 and once on Jan. 24 after state police received four stalking complaints about him over a seven-day period, according to reports.

State police did not release the age of the "female" from Ellington who filed a number of the complaints, but said Alkoussa is accused of waiting for her to finish a class at an area school and folowed her through an "adjacent town" while she was on her way home, according to a report.

He was charged on that complaint with second-degree breach of peace and second-degree stalking, according to a report.

In Tolland, he is accused of entering the Mobil station store on Merrow Road with a flower on jan. 28 and telling a clerk he needed to talk to her. He then placed the flower on the counter and walked away after the clerk told him to leave, according to a report. He had just been arrested for a similar incident four days earlier out of Tolland, according to reports.

For the Tolland cases, he was charged with simple trespass, second-degree stalking and second-degree breach of peace, records show.

He posted a pair of $25,000 bonds in those cases, records show. His initial $100,000 bond was knocked down to $1,000 for the Ellington case, records show. He is due in court on Feb. 4, records show.
