Upgrades Coming To Windsor Little League Complex
The work at Welch Park will include new fencing and irrigation systems, field repairs and accessible dugouts.
WINDSOR, CT — A long-planned round of upgrades at the Little League fields at Welch Park is moving ahead after the Town Council approved $375,000 for the work.
The council voted 9-0 on Aug. 3 to fund the project using money from the town’s General Fund Unassigned Fund Balance.
Work is scheduled to begin in mid-September and be completed before the spring 2027 season, according to the Town Council meeting packet.

The project will cover all five fields at the complex, though the existing field locations and layouts will remain the same.
Fencing on Fields 1 and 2 will be replaced, along with some fence posts. Fencing and backstops on Fields 3, 4 and 5 will be repaired or replaced where needed.

New irrigation systems will be installed on the two larger fields. The town also plans field repairs, work on the dugouts at Fields 3 and 4 and upgrades to the complex’s storage garage, press boxes and concession building.
Field 5, which is used for Windsor’s adaptive baseball program, will receive new dugouts designed to better accommodate players with disabilities.
The spending plan includes $145,000 for building and dugout repairs, $90,000 for fencing, $85,000 for irrigation and field repairs, $20,000 for additional field improvements and $35,000 for unexpected costs.
The town owns the property and handles irrigation, field maintenance and larger building repairs. Windsor Little League volunteers assist with field preparation, building upkeep and smaller repairs.
Town officials said the fencing, backstops, dugouts, irrigation systems and support buildings have aged and need attention to remain safe and usable for players and spectators.
Welch Park includes a softball field, major league baseball field, two minor league fields and the adaptive baseball field.
The work comes as Windsor Little League looks to rebuild participation. League representatives told the council in July that more than 300 children registered for baseball and softball during the 2026 spring season. The league was also selected to host the Little League International 12U state championship in July.
The improvements were recommended in Windsor’s 2013 Athletic Field Master Plan and are among the final projects from that plan that have not been completed.
A second phase is being considered for the 2028 fiscal year. That work would repair or replace the dugouts at Fields 1 and 2 but will require additional surveying, design work and permits.
