Blight Violation Letter Sent to Owners of Former Nursing Home

ENFIELD, CT — Tall grass and weeds have nearly overcome the sign in front of the former Blair Manor nursing home, prompting complaints from residents and official notification of a blight violation from town officials to the property owner.

In a letter dated July 2, property maintenance inspector Richard Degen sent a letter to Pacifica Connect LLC, a California-based company which took over the property at 612 Hazard Ave. in May 2018, according to town land records.

Violations cited include "grass, weeds or smiliar growths reaching a height greater than 12 inches." Pacifica Connect has been given 10 days from receipt of the certified letter to correct the violations.

Penalties for failure to comply with the order include a fine of $75 per day per violation, up to $250 per day payable to the state. Other sanctions could include liens against the property, and even criminal prosecution.

Blair Manor, a 98-bed skilled nursing facility, filed for bankruptcy in April 2017, and was placed into receivership by the state. Court-appointed receiver Phyllis Belmonte recommended closing the facility, and despite the efforts of Enfield officials to save it, Blair Manor was ordered to shut down in late 2017.
