'Deaf, Dumb Delirious, Disrespectful' Comments Yields Reprimand for Enfield School Director
According to a report, the incident occurred on Halloween when students wouldn't heed an administrator's orders.

The director of the Capitol Region Education Council Public Safety Academy in Enfield reportedly has been disciplined for calling students “brown kids” and “deaf, dumb, delirious and disrespectful.”
Documents obtained by The Courant as well as testimony and emails from students and an administrator apparently indicate that Director Alvin Schwapp, who is black, made the remarks on Oct. 31 as he tried to get the attention of students during a lunch period, according to a report in The Courant.
The Courant obtained the documents through a Freedom of Information Act request, which indicate Schwapp was attempting to make an announcement about after-school program enrollment during lunch and was frustrated because the eighth- and ninth-grade students refused to quiet down.

Schwapp has since apologized for what was described as a lapse in judgment in handling the situation.
