Friday, May 15

Andy C. Russano, 19, of 44 Tolland Ave., Stafford, was charged with violation of a protective order, second-degree strangulation/suffocation and third-degree assault, 5:20 p.m.

John Budny, 56, of 498 Washington Rd., Enfield, was charged with operating under the influence, 10:16 p.m.
