Enfield Man Charged With Possessing Child Pornography
About 60 videos depicting suspected child pornography were found on a cell phone belonging to an Enfield resident, according to police.

ENFIELD, CT — A child pornography complaint received by police late last year from the National Center for Missing and Exploited Children (NCMEC) resulted in a lengthy investigation which culminated with the arrest of an Enfield resident Monday.
Richard Klotzer, 41, was charged on a warrant with first-degree possession of child pornography. Bond was set at $25,000, according to police records.
A heavily-redacted affidavit supporting Klotzer's arrest indicates a tip was received from the NCMEC CyberTipline Report, stating a complaint was received from a social media application company that a user had posted an image of suspected child pornography. A detective wrote, "the file contained an image of real persons that appeared to be between four and seven years old engaged in sexually explicit conduct."

Investigation into a computer IP address led police to execute a search-and-seizure warrant at Klotzer's Church Street home. Upon being informed of the nature of the investigation, Klotzer "immediately stated that it was him and he had downloaded an image accidentally." He then said he had downloaded about five images, then changed his story to say he had actually downloaded about 30, according to the affidavit.
A cell phone which had been taken from Klotzer by police contained 60 videos and one image, depicting "real persons that appeared to be ... of various ages between one and thirteen years old, engaged in sexually explicit conduct," according to the affidavit.
