Steven A. Phelps, 55, of 7 Belle Ave., Enfield, was charged with operating under the influence, possession of less than a half-ounce of cannabis, use of drug paraphernalia, traveling unreasonably fast and failure to display lights, 12:30 a.m.

Connor M. Bayliss, 24, of 107 Prospect St., Enfield, was charged with second-degree breach of peace, second-degree threatening and third-degree criminal mischief, 6:45 a.m.
