Isaiah G. Riggins, 23, of 31 Evergreen Ave., Hartford, was charged with third-degree burglary (three counts), conspiracy to commit third-degree burglary (three counts), sixth-degree larceny (three counts) and conspiracy to commit sixth-degree larceny (three counts), 5:00 a.m.
