Marc P. Boisvert, 51, of 1343 Riverdale St., West Springfield, Mass., was charged with failure to respond to a payable violation, 1:25 p.m.

Duane L. Birks, 44, of 23 Burns Ave., Enfield, was charged with risk of injury to a child, third-degree assault, disorderly conduct and second-degree unlawful restraint, 4:56 p.m.
