Enfield Seatbelt Stop Turns Into Major Drug Arrest, Police Say
Police said officers spotted narcotics paraphernalia in plain view during a Feb. 18 traffic stop near Hazard Avenue.
ENFIELD, CT — A routine traffic stop for a seatbelt violation led to two arrests and multiple drug-related charges after officers reported spotting narcotics paraphernalia in plain view, according to the Enfield Police Department.
Police said in an email that the stop occurred Feb. 18 in the area of Hazard Avenue and Phoenix Avenue. During the stop, officers observed what they described as drug paraphernalia inside the vehicle, prompting further investigation.
Angelo Abair, 42, of Chicopee, Massachusetts, was arrested and charged with possession of a controlled substance, use of drug paraphernalia, operation of a drug factory, sale of a narcotic substance, interfering with an officer, and tampering with physical evidence.

Abair was held on a $200,000 cash/surety bond.
Nicholas Kozacka, 38, of Enfield, was also arrested and charged with possession of a controlled substance, use of drug paraphernalia, and failure to wear a seatbelt.

Kozacka was released after posting a $5,000 cash/surety bond.
Police did not release additional details about the substances involved. The case remains under investigation.
