Man Charged With 23 Counts Of Voyeurism In Enfield

A man is accused of having bad intentions with a camera at an Enfield store.

ENFIELD, CT — A 26-year-old Gales Ferry resident was charged with 23 counts of voyeurism in a peeping Tom case that dates back to the summer, according to Enfield police Chief Alaric Fox.

On Aug, 2, Enfield police received a call from the loss prevention staff at the Kohl's department store indicating someone was attempting to take unauthorized upskirt photos of women inside the store, Fox said.

Police left Kohl's with a description of a vehicle in which the suspect fled and tracked down the car in a McDonald's drive-thru lane a short distance away. The suspect was then identified as Ryan Joseph Parks, records show.

While being questioned at McDonald's, Parks admitted to taking photos, but he denied they were upskirt photos, Fox said.

Meanwhile, back at Kohl's, police retrieved a phone taken from Parks by store staffers and eventually obtained a warrant to search its contents. Police found 531 images, 23 of which qualified as voyeurism under state law, Fox said. The images featured undergarments and buttocks of women who were shopping, Fox said.

At one point during the investigation, Parks walked into the Ledyard Police Department, unprompted, and confessed that his intent was to collect upskirt images, Fox said.

A forensic analysis of the images pinpointed them to between June 20 and July 28, Fox said. It was impossible to tell where the images were recorded because no geolocations were attached to the files, Fox said.

Parks surrendered to Enfield police on Tuesday and appeared in court later in the day, records show. His initial bond of $75,000 was knocked down to $20,000, which he failed to post, records show. Parks remained in custody Wednesday and is due back in court on Nov. 12, records show.
