Fairfield Funeral Director/Association President Appointed to CGA Group on Prepaid Funeral Contracts

Twelve-Person Bipartisan Working Group will Conduct a Comprehensive Review of Connecticut's Laws Governing Prepaid Funeral Service Contracts

Jonathan L. Green, CFSP, CPC, CCSP, President and Legislative Chair of the Connecticut Funeral Directors Association (CFDA), has been appointed by the Connecticut General Assembly’s General Law Committee to serve on the Working Group to Study Prepaid Funeral Service Contracts, established pursuant to Public Act 26-57. General Law Committee Co-Chairs Representative Roland Lemar and Senator James Maroney made the appointment that was effective June 15, 2026.

Public Act 26-57 created the 12-person bipartisan working group, to conduct a comprehensive review of Connecticut’s laws governing prepaid funeral service contracts –agreements that allow individuals to plan and fund funeral arrangements in advance. The group is charged with evaluating current statutes, identifying gaps in consumer protection, and recommending updates to ensure transparency, accountability, and long-term financial security for consumers. The working group also will examine industry-best practices and evolving regulatory models across the country, with the goal of modernizing Connecticut’s framework to reflect current financial instruments, trust structures, and consumer expectations.

Green, who is a licensed funeral director and embalmer at Abraham L. Green & Son Funeral Home in Fairfield, Conn., a third-generation family-owned funeral home. “Public Act 26-57 represents an important step in strengthening public trust and modernizing how prepaid funeral arrangements are regulated in Connecticut. Prepaid contracts involve significant financial planning and deeply personal decisions, and it is critical that both consumers and funeral providers operate within a system that is transparent, secure, and is clearly understood.”

As CFDA’s President and Legislative Chair, Green has played a key role in shaping policy on issues that include prepaid funeral funding, consumer protection, and emerging funeral service practices. His appointment reflects years of collaboration with lawmakers and regulators to balance strong consumer protection with the needs of licensed professionals. The Connecticut Funeral Directors Association represents more than 220 funeral homes throughout Connecticut and it advocates for excellence in funeral service.

  • Improve clarity and disclosure requirements in contracts;
  • Ensure that funds set aside today will be available when needed; and
  • Enhance oversight of how prepaid arrangements are managed.

The Working Group to Study Prepaid Funeral Service Contracts will submit its findings and recommendations to the General Assembly upon completion of its review.
