Fairfield Residents Encouraged To Write Fill Victim Statements

Three defendants in the illegal dumping and corruption case are seeking accelerated rehabilitation in the case, the First Selectman says.

FAIRFIELD, CT — Three of the defendants in the sprawling Fairfield fill pile case are again seeking accelerated rehabilitation in the illegal dumping and corruption case, and First Selectman Bill Gerber is encouraging residents to write victim impact statements about it.

In an email to constituents Wednesday, Gerber wrote that Jason Julian, Emmet Hibson, and Brian Carey have petitioned the court for the special probation program, though all were denied the program in 2022.

Julian pleaded guilty last month, and Carey was found not guilty last year in one aspect of the case, but he still faces other charges.

Scott Bartlett was sentenced to prison in one portion of the case, and also pleaded guilty to other charges. Joe Michelangelo pleaded guilty to several charges in the case, but has not yet been sentenced.

"Many Town residents have asked whether they would have the ability to add their impact statements at any point in the process," Gerber said. "The answer is yes, and for these three individuals, the time is now."

How to Submit Your Victim Impact Statements
The State’s Attorney invited residents to submit their own impact statements. This is an important part of the court’s sentencing process. If you would like to send an email with your impact statement for Jason Julian’s sentencing, please send it to firstselectman@fairfieldct.org with “Jason Julian Impact Statement” in the Subject Line. The deadline to receive your emails for Jason Julian’s sentencing is by 4 p.m. on Friday, January 26. We will forward them to the State’s Attorney’s office.

If you would like to send an email with your impact statement for Emmet Hibson and Brian Carey, please send it to firstselectman@fairfieldct.org with “Hibson and Carey Impact Statement” in the Subject Line. The deadline to receive your emails for Hibson and Carey is by 4 p.m. on Friday, February 2. We will forward them to the State’s Attorney’s office.

You may also submit your impact statements directly to the Court by submitting a letter to Honorable Tracy Lee Dayton, Bridgeport Superior Court, Part A, 1061 Main Street, Bridgeport CT 06604.

"I am preparing impact statements for all three defendants and will send them to the Court on behalf of the Town," Gerber wrote. "I encourage you to submit your own. If you have any questions about this process, please email me at firstselectman@fairfieldct.org, or call my office at 203-256-3030."
