East Granby Special Town Meeting
To be held at the Senior Community Center on June 21, 2016 at 7:30 pm

The East Granby Board of Selectmen have called a Special Town Meeting to be held at the Senior/Community Center on June 21, 2016 at 7:30 pm. The Town Meeting, which is the Town’s Legislative Body, will consider year-end capital account closures, three capital items, an LED Energy Conservation Project for town buildings, the sale of surplus fire apparatus and a withdrawal from the Open Space Fund for Greenway repairs. The following items are on the agenda:
1. Appropriate a sum not to exceed $35,000 from the Capital Non-Recurring Fund to purchase, install and replace current police radios with those that are compliant with new State Police specifications. Please note we are not asking for new funding for capital items but rather we are accessing the funds approved by the Annual Budget which was passed on May 3, 2016.
2. Appropriate a sum not to exceed $145,000 from the Capital Non-Recurring Fund for road maintenance. It is anticipated that the funds will used to finalize emergency repairs made to Copper Hill Terrace and Griffin Road last year. These repairs will add a “crown coat” to Copper Hill Terrace and rebuild and pave sections of Griffin Road. Sections of Old County Road will be repaved if there are funds left over from these two projects.

3. Act upon the appropriation of a sum not to exceed $60,000 from the Capital Non-Recurring Fund for School Classroom Technology.
4. Close the following completed Capital Projects – 2015 Police Car Radios and the Middle School Classroom Conversion. Return the remaining funds to the Capital Non-Recurring Fund.

5. The Board of Selectmen (BOS) is asking for approval of a four-year zero percent interest loan from Eversource to install energy efficient LED lighting at seven town buildings. The project would include replacing interior lights and town owned streetlights at the Town Hall Campus. The total cost for the LED Energy Conservation Project is a sum not to exceed $134,000 with approximately $39,000 in Eversource Incentives leaving a project cost of $96,000 to be paid over the four years from the Debt Repayment Fund. LED lights use substantially less energy than normal bulbs and last eleven to thirteen years or two times longer than regular bulbs. The energy savings from this initiative should pay back the cost of the project within five years.
6. The BOS is asking for Town Meeting approval to sell a ladder truck declared to be surplus by the Fire Department with the proceeds returning to the Capital Non-Recurring Fund.
7. The Park and Recreation Committee and the BOS are asking that a sum of $27,000 is being requested from the Open Space Fund. These funds and funds from other sources will allow for the repaving of an older section of the Greenway from Route 20 to Route 189 which due to tree roots is in need of repair and repaving.
