MAJOR WATER DRAINAGE ISSUE

We purchased home in Granby several years ago Since then we have been experiencing increasing amounts of water coming from properties located behind us as pitch of land causes water to travel through neighbors yards and in to ours. We experience pooling water and installed a very costly drain a few years ago which helps somewhat. But other side of property, water increasingly building up from behind properties. Some say contact town its their problem to rectify whats your take on this Any suggestion?
