If you are a CT resident, utility rate changes from monopoly industries in our state are of concern to you. The department that monitors and is the primary “gatekeeper” for these issues is the Office of Consumer Counsel (OCC) in New Britain, CT. Its champion is Elin Swanson Katz who has overseen the challenges of this office for the past three years since her appointment by Governor Malloy and who runs a tight ship with a staff of thirteen employees and is the true voice of the people. Working in a collaborative mode with The Public Utility Regulatory Authority, the Attorney General’s Office and other state agencies, Ms. Katz responds to citizens’ complaints regarding energy companies and challenges excessive industry rate increase requests which ultimately impact consumers’ pocketbooks.
Most recently CL&P, the state’s largest public utility has not only proposed a raise in rates but also raised red flags with OCC and the AG office due to not only concerns with the motive and rationale for this action, but also the validation of its company consultant’s testimony in defending CL&P’s solicitation position.
