In January 2016, a North Haven resident reported to police that Costa, who was hired as a civil attorney, deprived him of $45,000 he should have received from a lawsuit filed in 2014.
Police said the investigation revealed Costa withheld the $45,000 award and had no intention of providing the victim with any compensation.
Costa had been suspended from practicing law in October of 2015 and subsequently resigned from the bar in December.
Costa, who practiced law in Hamden, was also charged by state prosecutors in April with stealing a $50,000 settlement from a woman who had been involved in car accident, according to the New Haven Register.
Costa is scheduled to appear in Meriden Superior Court on June 29 for the latest charges.
