WVIT reports five children were found inside the unit on Capitol Avenue and the charges stem from the children being left alone in the apartment and for the "deplorable" conditions of the unit.

WFSB Channel 3 reports the 2-year-old boy is at the Connecticut Children's Medical Center in Hartford, where he was transported by emergency medical services.
