New Planning Chief Hired For Greater Hartford Agency

The Capital Region Council of Governments serves 38 municipalities in the greater Hartford area.

HARTFORD, CT — A nonprofit regional agency serving the needs of 38 Hartford-area towns has a new planning chief slated to start work April 1.

The Capitol Region Council of Governments (CRCOG) has appointed Caitlin Palmer as the organization’s new director of regional planning and development.

Palmer previously served as principal community development planner with CRCOG.

“We were fortunate to have a highly qualified pool of candidates for this position. Caitlin impressed those of us involved in the selection process as someone with the experience, skills, and talent to take on this challenge. In meeting with Caitlin, I was inspired by her passion for her field, as well as her dedication to CRCOG. I look forward to working closely with Caitlin in her new role and am excited about the future of our new department of regional planning & development,” said Matthew Hart, CROG's executive director.

Palmer has a master of science in urban planning from Columbia University and has more than 10 years of experience as an urban planner.

She worked for the City of Hartford for six years, most recently as the chief of zoning administration, before joining the Capitol Region Council of Governments in 2018 as a senior community development planner.

“I am thrilled to take on this new role and to continue working with the very talented team at CRCOG on behalf of our communities. Many of today’s challenges are not those that can be easily resolved by a single jurisdiction and I look forward to working together and building on relationships at all levels to provide meaningful assistance to our communities and help them navigate, advocate, and address the widely varied and ever-changing challenges that they face,” said Palmer.

The Capitol Region Council of Governments (CRCOG) is a voluntary Council of Governments formed to initiate and implement regional programs and initiatives to benefit the member towns and the region. It is guided by the chief elected officials of 38 Metro Hartford municipalities.
