
HARTFORD, CT — A wanted fugitive with several outstanding felony warrants was captured Monday in downtown Hartford, police said.
Hartford Police Department detectives developed information that Rascell Leggett, 30, a convicted felon with 30 arrests in Hartford, was in the area of 304 Garden Street. A surveillance and arrest operation was set up, and Leggett was observed entering a black-colored Ford Edge with a New York registration. This vehicle was also suspected to be involved in a recent shooting incident, Deputy Police Chief Brian Foley said.
A felony motor vehicle stop was made in the area of 201 Ann Uccello Street, where Leggett was safely taken into custody. A Ruger 9mm pistol loaded with 14 rounds of ammunition was recovered from the vehicle, as well as 144 bags of packaged heroin, five grams of crack cocaine and $655 in cash, Foley said.

Leggett was charged with criminal possession of a firearm, carrying a pistol without a permit, weapons in a motor vehicle, possession of a high capacity magazine and two counts each of possession of narcotics and possession with intent to sell. He was additionally charged on the active warrants with two counts of criminal attempt to commit first-degree assault, criminal possession of a firearm, carrying a pistol without a permit, weapons in a motor vehicle, risk of injury to a minor and unlawful discharge of a firearm.
He is being held on a combined $1.75 million bond.
