According to the arrest warrant affidavit released by state police Wednesday, Rosado was driving a black Hyundai during the early morning hours of May 20, 2023.
Police said Rosado was driving at a high rate of speed on Interstate 84 West exit ramp to Route 5/15 in East Hartford, when it failed to negotiate a curve and crashed.
Inside and near the vehicle, police said, were two female passengers Rosado had just met at a bar that night.
Both women were injured in the accident and were left at the scene of the crash while Rosado fled, police said in the affidavit.
Police said the Hyndai Rosado was driving lost control on a sharp, left-hand curve on the offramp, slammed into a concrete barrier on the right, then hit the concrete barrier on the left before coming to an "uncontrolled rest" in the right lane.
Both women in the vehicle suffered non-life threatening injuries in the accident and were able to give police information on Rosado, who they did not know prior to that night, according to police.
