Man Charged In Shooting Of Woman In East Hartford
There is no threat to the public, according to East Hartford Police Department.

EAST HARTFORD, CT — East Hartford police Thursday morning revealed additional details regarding a shooting Wednesday afternoon that injured one woman and has one suspect in custody.
Police have charged Luis Toro-Vargas with criminal attempt to commit murder; first-degree kidnapping with a firearm; risk of injury to a minor; first-degree threatening; and third-degree criminal, according to a statement.
Toro-Vargas is currently in custody and being held on $1 million bond, police said.

According to police, at about 3:01 p.m., patrol officers were dispatched to 79 Lafayette Ave. on a report of an individual shot inside the home during a domestic violence incident.
Police said patrol officers discovered a male party, identified as Toro-Vargas, had shot a female victim.

Two juveniles were also inside the home, according to police.
During the incident, patrol units made contact with Toro-Vargas over the phone and successfully negotiated him out of the home, police said.
The EHPD said Toro-Vargas was taken into custody without incident and both of the juveniles were unharmed, with a firearm recovered at the scene.
The victim, meanwhile, is stable and alert Thursday morning, according to police.
EHPD officials said patrol officers, along with the East Hartford Fire Department, provided immediate lifesaving medical assistance to the victim prior to being transported to the hospital.
Police said the victim sustained a gunshot wound to the sternum.
"This is an isolated incident with no immediate threat to the public," the EHPD said.
