Federal Emergency Homeowners’ Loan Program: Manchester Mayor Spadaccini announces September 1, 2011 application deadline for Federal Emergency Homeowners’ Loan Program. Connecticut has been awarded $33 million from the United States Department of Housing and Urban Development (HUD) through the Emergency Homeowners' Loan Program, a forgivable loan program intended to assist homeowners facing foreclosure, who are delinquent 90 days or more and have a 15%
reduction in household income due to unemployment, under-employment or for medical reasons. Applications for this Program can be accepted by the CHFA and CHFA-approved counseling agencies, which provide services free-of-charge to homeowners who are delinquent or in danger of becoming delinquent on their
