Man Now Facing Child Sex Assault Charges In Manchester, Enfield
A man is in custody on bonds totaling $750,000 in a pair of sexual assault cases out of Manchester and Enfield, authorities said.

MANCHESTER, CT — A man already in custody on a half-million-dollar bond as part of a Manchester sexual assault case has had another $250,000 added to his judicial system ante on similar charges out of Enfield.
Todd Allard, 41, is due back in Manchester Superior Court on April 16. He is facing local charges that include first-degree sexual assault, illegal sexual contact and felony risk of injury to a child.
Allard was served with additional charges Thursday by Enfield police during a court appearance.

According to a warrant, Allard was initially arrested March 6 by Manchester police. The heavily redacted Enfield warrant also points out that the victim is now 6 and the assault accusations date back four years.
Enfield charges mirror the Manchester crimes, but are three counts each instead of single counts, according t0o judicial system records.

Allard remained in custody Wednesday at the Garner Correctional Institution in Newtown, according to Department of Correction records. He is also slated to return to court on April 16 to face those charges.
According to the Enfield warrant, Allard admitted he began inappropriately touching the girl when she was about 2 years old, and the abuse occurred on a regular basis for about four years, beginning when he lived in Manchester and continuing when he moved to Enfield in about 2019.
Allard told police no cameras were present in the houses where the abuse took place, and "he never took pictures or videos" of the girl naked or while he was touching her. He also claimed "he does not look at child pornography, he has never searched for it online, and he has never uploaded or traded child pornography," according to the affidavit.
He stated, "He knows what he did was a crime," and "he wants to plead guilty to spare [the victim] any further trauma," according to the affidavit.
