Manchester Man Charged With Federal Child Exploitation Offenses
He was taken into custody Thursday.

MANCHESTER, CT — A Manchester man is facing federal charges related to child exploitation offenses.
The announcement was made Friday by Manchester Police Chief William Darby; Vanessa Roberts Avery, United States attorney for the District of Connecticut and Matthew B. Millhollin, special agent in charge, Homeland Security Investigations, Boston.
Luis Rosado, 29, was taken into custody Thursday and appeared before U.S. Magistrate Judge Robert A. Richardson in Hartford. He was released on a $100,000 bond into home confinement and under GPS monitoring, Avery said.

According to court documents and statements made in court, in April and June of this year, Rosado used two separate Kik Messenger accounts to upload and distribute 83 video files depicting "the sexual abuse of children," including prepubescent children.
The complaint charges Rosado with distribution of child pornography, which carries a mandatory minimum prison term of five years and a maximum term of 20 years; and possession of child pornography, which carries a maximum 10-year term, Avery said.
