Defendant in Trafficking Case Charged with Violating Court Order

A defendant in a human trafficking case with Mansfield ties violated a court order, state police said.

MANSFIELD, CT — A defendant in sexual assault and human trafficking cases was arrested on Friday for violating a protective order, something the victim in the case told state police she was unaware of, according to a warrant. One case has a tie to Mansfield, according to a warrant.

Lavern Flowers, 44, of Willimantic, was charged with violating a court order to stay away from a 15-year-old girl. After Friday's arrest, his bonds total $390,000, according to court and state police records. He has court dates for Oct. 16 and 19 in what is now three outstanding cases, court records indicate.

His charges include kidnapping and sexual assault after what state police said was a multi-jurisdictional investigation that included the state Department of Children and Families and the Troop C state police barracks.

One of the instances with the girl took place at Mansfield residence, according to a warrant.

He was arrested for the original charges in May, but had contact with the girl a month later, according to a warrant. She told investigators she did not know about the protective order, according to a warrant.
